National Adaptation Plan 2024-2029

The impacts of climate change are already being felt across Scotland.


The Scottish National Adaptation Plan (SNAP3) sets out the actions that the Scottish Government will take to prepare for and build Scotland’s resilience to the impacts of climate change between 2024 and 2029.


The Adaptation Scotland programme is how the Scottish Government will offer advice and support to the public sector, businesses, communities and households on how to take adaptation action.


The Adaptation Plan sets out support for our communities, public services, businesses and nature to adapt to the changing climate in a way that is fair and inclusive. The Plan commits to over 200 actions which are centred around five long-term outcomes for a more climate-resilient Scotland.


The five long-term outcomes

  • Nature connects across our land, settlements, coasts and seas
  • Communities are creating climate-resilient, healthy and equitable places
  • Public services are collaborating in effective and inclusive adaptation action
  • Economies and industries are adapting and realising opportunities in our Just Transition
  • Scotland’s international role supports climate justice and enhanced global action on climate adaptation


This is the Scottish Government’s third Adaptation Plan. It fulfils a legal duty under the Climate Change (Scotland) Act 2009 to respond to each independent Climate Risk Assessment carried out by independent statutory advisors the Climate Change Committee. This Adaptation Plan is the Scottish Government’s response to the third UK Climate Change Risk Assessment (UKCCRA3), and the 61 climate risks and opportunities it sets out.


The Scottish Government have published a monitoring and evaluation framework which will be used to measured progress towards meeting the outcomes and objectives of the Adaptation Plan. A report assessing the progress made on adaptation will be laid in Parliament annually.
